Contact Fred Smith ((512) 396-8276) - Stellar Mold and Tool in Texas (They
have two locations). I have had great luck with them but I'm not sure what you
mean by cheap. (U$A, U$A)
Have him quote - He does tooling and tool maintenance and molding all on site.

It's been a while but I've used the following companies to do molding:
Plastic Model Engineering in Idaho
DTM in Colorado
Amerex in San Luis Obispo
Pacific Plastics and Engineering in Soquel/Santa Cruz
All did the molds as well as the molding.

I've been using a molder in New Jersey for several years. I know they
have the capability to do tooling, but I'm not sure whether they use it
for more than repairs and maintanance. They are:
